AMMAN — The number of debt-related detainees in Jordan has
significantly decreased due to the recent amendments to the Execution Law and
the extension of Defense Order Number 28, which took effect in 2021, according
to the Minister of Justice, Ahmad Ziadat.

The recent extension and amendments to Defense Order Number
28 did not increase the number of debt-related detainees, said Ziadat, and
indicated that many settlements have been reached between the debtors and
creditors in many cases.

A slight increase in sentencesBoth civil debt and check-related cases saw increase in the
numbers of sentences with a differential of 28 inmates for civil debt, and 32
inmates for check-related cases.
Moreover, the number of debtors in all enforcement
departments for civil debts and checks amounts to over 158,131 people, 87
percent whom have debts of less than JD20,000, and are covered by the
amendments to the Defense Order Number 28.
In addition to, 68 percent were sentenced in cases less than
JD5,000 and cannot be imprisoned.
Meanwhile, the Chairman of Parliamentary Legal Committee
Ghazi Al-Dahabi stated that the recent amendment to Defense Order Number 28 in
regards to debtor imprisonment reduced the minimum amount of legal pursuit from
JD100,000 to JD20,000.
However, the final decision on the extension ruling for
Defense Order Number 2028 for 2021 rests with the government, not with the
Parliament.
He also pointed out that what remains of the Defense Law is
the Defense Order related to debtor imprisonment.
