The Ministry of Justice has implemented 274 sentences issued by courts in Jordan for alternative penalties instead of imprisonment from the beginning of this year until the end of February.

Minister of Justice Bassam Al-Talhouni stated on Tuesday that the application of alternative sentences aims to reduce overcrowding in correctional and rehabilitation centers, especially as their occupancy rate has reached 180%, according to Al-Talhouni.
On Tuesday, the Cabinet approved the reasons for the amendment of the Penal Code for 2025, preparing it to be sent to the Legislative and Opinion Bureau to complete the procedures for its issuance with urgency.
The draft law aims to expand the application of alternative penalties, increase the groups benefiting from them, and align with the restorative and conciliatory justice approaches, which contribute to rehabilitating offenders, reintegrating them into society, and reducing recidivism.
The draft law also includes provisions for suspending sentences after the ruling becomes final, giving the enforcement judge the authority to postpone or divide the fines, which will help ease the burden on individuals convicted of minor offenses and reduce overcrowding in correctional centers.
The minister confirmed that alternative penalties will not apply to serious crimes.
He explained that the amendments to the Penal Code will allow for community reconciliation between the complainant and the defendant.
The minister highlighted that the basic concept of these amendments is to provide an opportunity for reconciliation between the complainant and the defendant so that they can benefit from the broader framework of alternative penalties.
He also mentioned that the amendments will allow the remainder of a sentence to be replaced with a fine, provided that the individual has demonstrated good behavior during their sentence.
