Syria, according to Jo24.

He said the trade movement with Jordan’s northern neighbor is “very weak” as a
result of import prohibitions aimed at protecting the two sides' national
industry.
He said he hoped that there would be a decision to remove “hurdles” from both
sides.
For the sake of encouraging a higher volume of trade exchange between the two
countries, the cost of transportation must be reviewed, he said.
“It cannot be believed that we import from all countries worldwide, but not
from a neighboring nation,” he said.
He pointed out that Jordan and Syria need to take decisions that would contribute
to removing obstacles to intraregional trade, and encouraging business activity
between the two sides.
