Anti-Vagrancy Unit arrests over 10,000 beggars since year start

AMMAN — The Ministry of Social Development’s Anti-Vagrancy Unit has arrested 10,148 beggars during 3,503 field campaigns it carried out since the beginning of the year until the end of November, Al-Mamlaka TV reported.

 

According to ministry spokesperson, Ashraf Khreis: "Article 389 of the Penal Code has been amended to criminalize begging and raise the penalty for beggary to (up to) one year (in prison). And it is harsher for repeaters.”

 

The new text of the article also stipulates that "imprisonment (for beggary) will be for a period of not less than three months and not more than a year. In cases of recurrence, the penalty is not less than six months, and discretionary mitigating circumstances may not be issued," he added.

 

In cases of recurrence for the second time, the penalty is “imprisonment from three months to one year, and for the third time or more, it is imprisonment from four months to one year,” Khreis added.

 

The ministry has intensified anti-vagrancy campaigns in all governorates through various awareness campaigns, said Khreis.
