The draft law includes the organization of some provisions related to fatwa affairs, which have become under the jurisdiction of the General Fatwa Department in accordance with the Fatwa Law No. (60) of 2006. It also aims to develop the membership of the Endowments, Religious Affairs, and Islamic Sanctuaries Council to align with the restructuring of the endowments sector and its advancement.
Additionally, the law addresses provisions related to the investment of both movable and immovable endowment assets in a way that serves the interests of the endowment according to Islamic Sharia and the conditions set by the donors. It proposes the issuance of financing sukuk (Islamic bonds) instead of conventional bonds and adds the Quran program to the endowment programs. Furthermore, it seeks to regulate the properties and funds of the Hajj Fund, which have been considered valid endowments.
