The Council of Ministers, chaired by Prime Minister Dr. Jaafar Hassan, approved the Electricity Law Draft for 2025 during its session held today, Tuesday.

This new draft law aims to replace the temporary Electricity Law No. 64 of 2002 with a permanent law, ensuring alignment with the latest global best practices.

Key Features of the Electricity Law Draft:
Defining the Role of the Ministry of Energy and Mineral Resources

Establishes the Ministry's responsibilities in setting public policies for the electricity sector.
Introduces measures to enhance competition and investment in the energy market.
Alignment with the Energy & Minerals Regulatory Commission Law No. 8 of 2017

Grants the Energy and Minerals Regulatory Commission the authority to regulate the electricity sector.
Empowers the Commission to issue licenses and permits related to electricity generation, transmission, and distribution.
Promoting Clean Energy Investments

Encourages green hydrogen projects, supporting the goals of the Economic Modernization Vision.
Introduces the "Independent Self-Generation and Self-Transmission of Electricity" concept.
Defines the entity responsible for issuing energy source certificates.
Incorporating Energy Storage Solutions

Recognizes energy storage technologies to enhance grid stability and security.
Reduces electricity costs and optimizes the use of renewable energy sources.
Boosting Renewable Energy & Economic Growth

Supports Jordan’s goal of becoming a regional hub for green energy production and export.

Approval of the Gas Law Draft Rationale:
The Council of Ministers also approved the rationale for the Gas Law Draft for 2025, which will now be referred to the Legislation and Opinion Bureau for further processing.

This new legislation aligns with the Economic Modernization Vision and the National Energy Strategy, focusing on diversifying energy sources and reducing costs across all sectors.
