Gov’t approves amnesty law, releasing 7,355 inmates.

AMMAN — The Minister of State for Media Affairs and Government Spokesperson, Mohannad Al-Mbeideen, announced on Sunday that the government has approved the draft of the General Amnesty Law for 2024. The law will be referred to the Lower House for approval in accordance with constitutional procedures and will be given urgent status.اضافة اعلان

This draft law aligns with the directives of His Majesty King Abdullah II bin Al-Hussein to the government, urging them to prepare a draft law for general amnesty and to proceed with its constitutional procedures. This initiative marks the Silver Jubilee of His Majesty's assumption of constitutional powers and his accession to the throne.

The draft law, guided by royal directives, prioritizes the public interest, preserves personal and civil rights based on principles of justice and the rule of law, and does not conflict with national security and societal peace requirements.

Furthermore, the draft law provides an opportunity for individuals who have committed certain crimes to rehabilitate themselves, start anew with integrity, reintegrate into society, and bring joy to their families.

During a press conference, Justice Minister Ahmed Al-Ziyadat confirmed that the General Amnesty Law for 2024 will include the release of 7,355 inmates from correctional facilities. Among them are 4,688 with various misdemeanors and 2,667 with drug-related offenses. He emphasized that the project will consider national security and societal peace requirements.

Al-Ziyadat also mentioned that the draft law will cover cases before March 19 which refers to cases occurring up to one day before the date of the royal decree. He expressed hope that the law would be enacted before the Eid al-Fitr holiday.

Regarding the cost, Al-Ziyadat clarified that the project's estimated cost is approximately JD25 million. This includes JD13 million for accommodating current inmates in correctional and rehabilitation centers.

Ziyadat explained that the project excludes crimes against state security, public authority, serious offenses, and unauthorized associations. He emphasized that the project aims to ease burdens on citizens, covering all fines except those related to income tax, sales tax, customs, state seal forgery, criminal forgery, corruption cases, illegal gains, and money laundering.

He underscored that the draft of the General Amnesty Law will be presented to the National Assembly and may undergo amendments. The government prepared the law according to the principles outlined in the royal directives.

King Abdullah II had instructed the government to prepare a draft law for general amnesty and proceed with its constitutional procedures. The Cabinet, chaired by Prime Minister Bisher Al-Khasawneh, approved the justifications for the General Amnesty Law for 2024 and referred it to the Legislation and Opinion Bureau on an urgent basis. It will be discussed and studied in the ministerial legal committee and returned for approval before the beginning of next week, as part of completing it during the current ordinary session. Al-Khasawneh stated during the session that, in compliance with His Majesty King Abdullah II's royal directives and on the occasion of the Silver Jubilee of His Majesty assuming constitutional powers, the government has commenced the preparation of the General Amnesty Law today.
