— The Lower House on Monday endorsed a bill to deny the “insolvent and
bankrupt” the right to stand for election in municipal council elections, while
it gave those who over 18 years old the right to candidacy, according to
Al-Ghad daily.

Lawmakers
have concluded their discussions of the municipalities and decentralization
draft laws.
Parliament also endorsed a
decision to limit the percentage of women on governorate councils to 25
percent.
MPs rejected an amendment
that would require chief executive directors of a municipality to hold a degree
in urban planning or civil, industrial, or architectural engineering. Anyone
holding a bachelor’s degree can apply for or be appointed to the position.
The draft law will divide
municipalities into three different categories: First, governorate
administrative centers or municipalities with a population over 200,000;
second, municipalities with a population between 50,000 and 200,000; and third,
municipalities with a population less than 50,000.
The bill
also lays out the requirements to be eligible to run for municipal council,
including holding the Jordanian nationality for at least 10 years, not being a
member of a non-Jordanian political party, and not being “insolvent or
bankrupt.” Candidates must also resign from all their jobs and positions 60
days before running for election.
