AMMAN – On Thursday,
Al-Mamlaka TV reported that the
Economic Modernization Vision (EMV) (2023-2025)
identified several
implementation issues based on the performance of the vision's sectors.

According to an
EMV report
provided in 2023, the progress rate was 82 percent, with 78 of the 97 scheduled
priorities accomplished, and the number of delayed priorities in 2023 being
approximately 19 objectives to be finished in the first quarter of 2024.
The report revealed that a
comprehensive process was launched to review the EMV executive program since
the beginning of October 2023, and after more than ten months of
implementation, to identify potential improvements by adding, modifying, and
replacing priorities to keep up with the comprehensive updating process. The
process was concluded in December 2023.
The assessment of the
vision's executive program resulted in the addition of the cybersecurity sector
to the Future Services Driver, the protection and social care sector to the
Quality of Life Driver, and the
addition of nine initiatives across multiple sectors. 78 new priorities were
added, 16 were eliminated, seven were combined into two priorities, and 10 were divided into 24 priorities.
Investment driver
Regarding the most notable
barriers and challenges facing the Investment Driver mentioned in the EMV, the
report confined them to the weak role of local media in promoting the
Kingdom's investment environment, as well as the Kingdom's geopolitical conditions.
High-value industry driver
The report also identified
the most significant impediments and problems facing the high-value industries
Driver, which consists of 104 activities spread across nine sectors. In the
mining industry, the report claimed that the investment business had delayed
exploration and searching for gold ore in the Wadi Abu Khushayba area. In the
agriculture and
food security sector, the report mentioned the delay in
approving several drafts of
legislation and instructions by the relevant authorities, and the delay in completing
the agricultural industries complex in the southern Jordan Valley Akfa Food
Industries factory due to the contractor's delay in completing the construction
of warehouses and installing production lines, in addition to re-tendering the
expansion of refrigerated warehouses
Future service
driver
In the Future Services
Driver, which aims to achieve excellence in service sectors and increase
service exports to foreign markets, the most prominent challenges and obstacles
it faces include the delay in preparing the financial inclusion strategy document
due to its association with the intended reforms, by the
International Monetary Fund (IMF) mission, World Bank notes, and consulting agencies regarding the
financial inclusion of refugees, as well as the delay in
The report did not mention
any challenges or obstacles facing the information and communications
technology sector and the inbound trade sector within the Future Services
Driver, except for the creative industries sector, which is included in the
driver, with one obstacle represented by the re-tendering or extending the
receipt of offers for several
projects within the priority of supporting creative initiatives, such as
management and communication.
Destination Jordan driver
As for the Destination
Jordan Driver, the challenges and obstacles it faced, which were mentioned in
the EMV's 2023 annual report, came in first place from the geopolitical
conditions that directly affected the
tourism sector and resulted in a slowdown
in tourism, whether domestic or foreign, the suspension of several flights coming to the Kingdom, a
decrease in the number of arrivals, and the postponement of launching two
studies on arrivals and departures.
Creative industries

According to the Creative
Industries Driver, the problems and barriers faced by the education sector
included issues in developing schools, such as locating technically suitable
land in locations where schools are needed. The majority of property plots chosen
based on educational needs must be allocated or acquired, which can take more
than a year. Furthermore, some property plots for school construction may be canceled due to technical and procedural
permission issues.
The report also noted the
barrier of postponing the tender for cloud computing growth due to companies'
requests to extend the submission of offers as one of the challenges to the
Management and Data Development sector covered in the Creative Industries Driver.
Sustainable resource

Several obstacles arose in
the Sustainable Resources Driver in 2023, particularly in the water sector,
which was characterized by financial sustainability issues, since the tariff
did not cover operating and maintenance expenditures. Continuous attacks on
sources, networks, and lines, significant financial expenditures, and the time
required to restore aging networks all make it more difficult to reduce
non-profitable water (technical and administrative losses).
The highest energy costs
impose the greatest financial strain on the water sector, posing a threat to
its financial sustainability.
In the energy sector, a delay in preparing studies and establishing
the electrical transmission network from stations and transmission lines until
all electrical network-related studies are approved, including the study of
generation expansion, network expansion, and load analysis. The delay in
preparing the renewable energy and green energy generation capacity study until
all necessary encroachments on simulation models are accomplished. The delay in
developing a strategy analysis for electric energy storage solutions until the
necessary encroachments on simulation models are completed.
In the
Sustainable Environment Driver, the challenges that faced the implementation of priorities
in the green economy sector included delays in receiving analytical study
results for the positive impact and cost of using mercury-free lamps, as well
as studies by the specialized team on quantities of household waste containing
mercury, including dental fillings, which resulted in a delay in implementing
the relevant priority. Furthermore, the time for submitting pre-qualification
bids for the Al-Akaider landfill site development project has been extended due
to a technical change in the new sanitary cell area, which required a
modification to the request for proposal document.
The Green Urban
Development sector encountered several hurdles, including the high expense of
installing rainwater harvesting equipment on rooftops.
Quality of life
driver
In the Quality of Life
Driver, it is worth noting that the research did not identify any challenges or
barriers faced by the healthcare sector in 2023. However, in the transport and
logistics services sector, which is included in this Driver, the report revealed
a delay in preparing an economic feasibility study for rehabilitating the
current Hejaz railway on the Amman-Zarqa route to
Queen Alia International Airport (QAIA) due to the donor party's inability to obtain official approvals
and complete contract signing procedures. As a result, the project's work plan
was amended, as well as the delay in developing a smart integrated risk
management system with regulatory agencies and partners in customs clearance
procedures due to donor parties' funding and contracting practices. In
addition, donor parties' contractual procedures have caused a delay in updating
and creating the Golden List, Silver List, and
National Golden List programs.
One of the most
significant hurdles and impediments in 2023, according to the Quality of Life
Driver, was the delay in finishing the development project for shared mobility
services owing to changes in business models.
In the Urban Development
sector, the delay in building the Irbid Central Market owing to the secession
of the Bani Obeid district from
Greater Irbid Municipality caused a shift in the project's structure and
geographic scope. This caused delays in administrative, financial, technical,
and legislative procedures. Furthermore, the inauguration of the
Amman Urban Observatory (AUO) for data collection was postponed until the regulatory legislation was
passed. The Amman-Zarqa project's feeder network research was delayed until it
was updated in response to stakeholder criticism. The business concept was also
postponed correspondingly.
