Al-Kofahi highlighted that current law disregards the
extensive experience of municipalities, particularly larger ones with decades
of expertise, Jo24 reported.
He emphasized the importance of conducting municipal service
work outside the constraints of centralization.
He said "The fundamental principle is to delegate the
authority to approve, study projects, and allocate necessary funds to municipal
councils without requiring approval from the Ministry of Local
Administration,"
He pointed out that numerous decisions are currently being
impeded by the mandatory ministry approval stipulated in the law.
Al-Kofahi further highlighted that the formation of royal
committees was intended to enhance municipal independence, but during the law's
drafting, the opposite effect occurred.
