TEL AVIV – Al-Ghad
explained that the political system in Israel operates under a parliamentary
democracy.
Here are some key aspects of
Israel’s governance:
1) Presidency:
- The President of Israel holds a largely non-political and
honorary role, not part of any government branch.
- The President’s ceremonial duties include signing laws
(except those related to presidential powers), confirming international
treaties, appointing the Prime Minister, accrediting foreign diplomats,
and granting pardons or clemency.
- The President also has important functions within the
government, such as appointing the Governor of the Bank of Israel and the
head of the National Emergency Management Authority (NEMA).

2) Executive Authority (Government):
- The Prime Minister is the most powerful political figure
in the country.
- The President formally appoints the Prime Minister based
on recommendations from party representatives in the Knesset (Israeli
parliament).
- The Prime Minister makes foreign and domestic policy
decisions that the Cabinet votes on.
- The government consists of ministers, most of whom head
government departments. Some ministers are deputy ministers without
portfolios.
- The Cabinet meets weekly, chaired by the Prime Minister.
There may be additional meetings as needed.
3) Security Cabinet:
- A subset of ministers, led by the Prime Minister, forms
the Security Cabinet, which is responsible for defining and implementing
foreign and defense policies.
- This forum coordinates diplomatic negotiations, makes
rapid decisions during crises and wars, and includes the Prime Minister,
Defense Minister, and other relevant ministers.
4) Judicial Authority:
- The judiciary is independent of the executive and
legislative branches.
- Israel does not have a written constitution but relies on
11 Basic Laws that outline its political system.
- The President appoints judges after their selection.
- The Supreme Court plays a crucial role in interpreting
laws and ensuring their constitutionality.
5) Knesset (Legislative Authority):
- The Knesset is a unicameral legislative body with 120
members elected through proportional representation.
- Members serve four-year terms.
- The Knesset passes laws, oversees government actions,
and represents citizens.
In summary, Israel’s political
system combines democratic principles with a parliamentary structure. The
ongoing tensions between Prime Minister Benjamin Netanyahu and Minister Benny
Gantz are likely to shape significant political events in the near future,
especially considering the crisis between them following Gantz’s unapproved
visit to Washington.
Regarding
the behavior of the Israeli War Council and the management of the war in the
Gaza Strip, Gantz claimed that “the entire War Council is united in the
necessity to continue the ground operation, including in Rafah, in order to
dismantle Hamas’ military and governmental capabilities. To emerge victorious,
we must be wise, not just fair.”
Gantz
also addressed international criticisms, hinting at tensions with the US
administration, saying, “To legitimize these actions, we all must listen to the
world and find humanitarian solutions that serve the war and the subsequent
process, which will lead us to the end of Hamas’ civilian rule.”
In
response, Knesset member Gideon Sa'ar replied
to Gantz’s statements on X, saying, “I have chosen to bid farewell to Minister
Gantz with respect. Unfortunately, Minister Gantz’s opposition to my inclusion
in the War Council is irrelevant and not related to the state’s interests,
just as he opposed the inclusion of Knesset member
Avigdor Lieberman in the War Council at the beginning of the war.”
