AMMAN – The Jordan
Customs Department announced on
Tuesday that its staff handled 5,957 smuggling cases last year, including 24
drug-related instances involving
Captagon tablets, crystal meth, heroin,
cocaine, and marijuana, Al-Ghad reported.

According to a press release, the department dealt with
over 82,000 customs violations last year, in addition to conducting organized
inspection campaigns to combat smuggling and counterfeit goods, the most
notable of which was the seizure of two factories producing counterfeit
hookah molasses, rotten cigarette flavoring, and counterfeit vape juice.
The department also inaugurated the new Al-Mafraq
Customs Center. It included expanding customs control and facilitation in the Karak
Governorate and beginning the second phase of the
National Export Center's
development at the Wadi Al-Yatim Customs Checkpoint. Furthermore, the
department said that it is seeking bids to run a unified building in the
Al-Karama Border Center. The department also stated that it dealt with almost
900,000 customs statements in all directorates and customs facilities with
complete efficiency, effectiveness, and convenience last year.
Regarding the facilities, the department confirmed that
it provided the necessary facilities for the industrial sector; to enhance the
investment environment, encourage local industries, and support the national
economy, this came through simplifying and facilitating customs procedures, and
the department also reduced the
customs service fee on the inputs of the
production of the nuts industry to 3 percent instead of 5 percent, in addition
to not collecting the customs fees when paying the restrictions of the fixed
assets that have been imported for a period of 5 years, which the department
used to collect previously and allow the implementation of the procedure in any
customs center chosen by the concerned person and without specifying a ceiling
for the value of the organized statement.
The
Jordan Customs Department achieved a large number
of achievements and service programs for different categories of service
recipients during the year 2023, including new electronic services, pioneering
national projects, and the inclusion of new companies in the Golden List
program, improvements and amendments and development in customs systems and
legislation, and computerization of customs procedures and databases, all of
which came as a completion of the customs department’s journey in development
and modernization, and facilitating and simplifying customs procedures aimed at
synergizing and coordinating efforts in providing the optimal service to its
recipients, and these services come in harmony with the implementation of the
vision program for political,
economic and administrative modernization.
The department explained that it adopted six pioneering
national projects during the past year to enhance the competitiveness of the
national economy and encourage international trade, to eliminate duplication
and contradiction in work between government departments, and work on the
integration of systems related to import, export, and transit, represented by
the project of the system of prior approvals and Jordanian licenses, the
project of unifying the regulatory authorities, the project of auditing after
clearance, e-commerce, and developing the procedures of passenger movement and
project management.
The department indicated that it launched eight new
electronic services during the past year, bringing the total number of
electronic services provided to service recipients to 162. The most prominent
of these are the service of inquiring about the periods of residence for
foreign vehicles, the service of inquiring about the electronic recommendations
for diplomatic exemptions, and the service of electronic clearance for Arab and
foreign students. The department programmed, automated, and developed 34 various
customs systems and procedures.
The department inked four electronic linkage
agreements, increasing the total to 66 agreements for joint work, streamlining
procedures, and securely exchanging information with other parties with ease
and convenience, saving time, effort, and money.
The department worked to implement the national trade
window project at the customs center of King Abdullah II bin Al Hussein
Industrial City in Sahab, bringing the total number of customs centers
implementing the national window to eight, including Aqaba, Amman, Clearance
Airport, Al-Omari, Jaber, Jordan Valley Crossing, and Customs of
Al-Hassan Industrial City/Irbid.
The department also worked on listing nine companies in
the Golden List program, bringing the total number of companies listed in the
program to 127 since its inception in 2005, and in the Silver List program, the
department listed 37 companies, bringing the total number to 494 companies in
the field of import and export, while the number of companies listed in the
Golden List program reached 11, all in the field of import only.
The department rebuilt the
electronic tracking system,
enabling the growth of electronic tracking operations using the most recent
communication technologies, satellites, and digital maps. The total number of
electronic tracking trips reached 171,557, with 3,705 trucks attached.
Regarding the customs systems and legislation, the department explained that
the
Royal Decree was issued approving the system of organizing the work of the
customs police No. 27 of 2023 based on the decision of the Council of Ministers.
This system includes the legal provisions governing the work of the customs
police salaries takes into account the risk and sensitivity of their work, and
enhances the commitment and discipline of the department’s salaries and their
role in combating smuggling and illegal activities. In the context of
cooperation and communication to develop the procedures related to customs
work, the department signed nine international agreements and eight local
agreements.
When it comes to strategies and community projects, the
department released a new strategy for the years 2023–2025. It wanted this
strategy to match the big duties that come with its job, such as making it
easier for trade to happen and for procedures to be cleared, as well as
improving customs services for people who use them and the business world, all
while keeping society safe.
In terms of human resource development, the department
implements specialized training plans for all cadres through training courses
and workshops to improve their cognitive and technical skills, increase
employee efficiency, reflect on their work in the field, and be consistent with
the department's vision and objectives. In this regard, the department
implemented 150 training courses and workshops and announced the employment of
151 new personnel in collaboration with the Civil Service Bureau, who will undergo
specialized training.
The report included the approval of almost 40,000
electric vehicles, bringing the total number of diesel, gasoline, and hybrid
(gasoline and electricity) vehicles cleared in 2023 to 76,815 vehicles.
