AMMAN – On Sunday, a draft was released stating that hybrid
and electric vehicle batteries must be disposed of through licensed entities to
export them outside Jordan, Al-Mamlaka TV reported.

The working bodies
responsible for managing used batteries are required to obtain the necessary
permits and approvals and to train workers in this field to avoid risks,
prohibiting unlicensed scrap dealers from working with used batteries without
obtaining the necessary licenses and approvals from the ministry and related
bodies.
The export of used batteries or any part of them outside
Jordan is also prohibited except after obtaining the approval of the ministry per
the provisions of the Basel Convention on the Control of Transboundary
Movements of Hazardous Wastes and their Disposal.
The draft also urges recycling facilities to dispose of
waste that cannot be recycled by exporting it outside Jordan or disposing of it
in a hazardous waste treatment center.
The disposal of used batteries or any of their parts or
contents into the environment is prohibited.
As for the collection and storage of hybrid and electric
vehicle batteries, the facility must have environmental approval from the
ministry to collect used batteries, provide a suitable and designated place to
discharge electrical energy in hybrid and electric vehicle batteries inside the
storage site, and not store batteries in open places.
The warehouse floor must be electrically insulated,
fire-resistant, and chemical-resistant. The storage warehouse must be equipped
with a suitable extinguishing system and emergency alert system according to
the requirements of the Civil Defense Directorate, in addition to providing a
suitable ventilation system in the storage location to avoid the accumulation
of harmful gases, and not performing any recycling or maintenance operations
inside the storage warehouse.
The draft stipulates the provision of facilities with particular
specifications to prevent environmental pollution. The Ministry of Environment
is working to reduce greenhouse gas emissions and take the necessary measures
to adapt to climate change, as Jordan seeks to reduce emissions by 31 percent
by 2030.
