The Ministry stated on Wednesday that the electronic bracelet is a device worn by the accused around the lower part of the ankle of individuals placed under electronic monitoring. If the bracelet is removed, tampered with, or if the person moves outside the approved geographic area, an alert is sent to the leadership and control center of the Public Security Directorate to track the person's location and notify the nearest police patrol to take appropriate legal action.

Regarding the benefits of applying the electronic bracelet as an alternative to imprisonment, the Ministry emphasized that the individual remains within the community, continuing their work or studies. This approach helps reduce recidivism and minimizes exposure to individuals with criminal records, in addition to reducing the financial costs associated with incarceration and easing overcrowding in rehabilitation centers.

Under this system, the court issues a decision to place the individual under electronic monitoring, specifying the duration and geographic boundaries—either a specific area or a particular route, or both. The Operations and Control Directorate of the Public Security Directorate is responsible for monitoring compliance. The electronic bracelet is used for electronic location tracking under certain conditions, ensuring that it does not interfere with normal activities, as stipulated in Article 2 of Regulation No. 46 of 2022, which governs the implementation of alternative penalties to imprisonment.

The introduction of the electronic bracelet for detainees follows amendments to the Criminal Procedures Law (No. 32 of 2017), which amended Article 114 Bis of the same law, incorporating electronic monitoring as an alternative to judicial detention. Additionally, changes made to the Criminal Code in 2022 expanded the application of alternatives to imprisonment, introducing electronic monitoring as an alternative in cases permitted by law under Article 25 Bis of the Criminal Code.
