The Lower House’s
Legal Committee had held several lengthy meetings with representatives of
parties, civil societies, professional unions, as well as youth and women’s
groups before making certain amendments on the draft law and referring it to
the house.
Head of the Lower
House Legal Committee
Abdel Munem Owdat said that the amendments were aimed at facilitating
party registration processes, namely reducing the number of attendees at the
founding conference from half the number of members to one third.
The committee also stipulated
that the number of applicants requesting the establishment of a new political
party not be less than 300 members, and those attending the founding conference
not be less than 1000 members, and that youth and women’s representation not be
less than 10 percent for each category during the first year of
establishment.
The committee
requested that over the period of three years women’s and youth representation
should gradually increase to 20 percent for each category.
The committee also
approved the legal texts regarding the party’s statute, like limiting the
duration of the secretary general’s post to two consecutive terms, holding the
general assembly meeting once every four years, ensuring that women and youth
would hold senior leading positions in the party, and allowing party alliances
for election purposes
