Minister of Local Administration Explains the New Building and Land Tax Law
The Minister of Local Administration, Engineer Waleed Al-Masri, stated that the reasons behind the new 2025 Building and Land Tax Law are to correct significant discrepancies in the valuation and estimation mechanisms that relied on local municipal committees. These committees often provided inaccurate and unfair assessments for citizens.اضافة اعلان

During a discussion session organized by the Bani Ubaid Municipality on the "New Building and Land Tax Law," attended by members of parliament, mayors, and the head of the Irbid Chamber of Industry Hani Abu Hassan, Al-Masri explained that the new law seeks to eliminate human intervention in valuations. This is because properties in the same building or malls on the same street were previously taxed differently due to human judgment, which negatively affected fairness.

Al-Masri also highlighted several key amendments, including:

Appeals Process: Previously, decisions made by appeal committees were final and could not be contested, which was unfair and violated citizens’ constitutional right to judicial review. Under the new law, it will be possible to appeal these decisions legally, ensuring more transparency and justice.

Higher Discounts and Incentives: The new law includes increased tax discounts for citizens, covering all fees, including knowledge and sanitation fees.

Agricultural Lands: The new law will only tax the buildable portion of agricultural land within municipal boundaries, rather than the entire area.

Vacant Land: The tax will apply only to the allowed buildable percentage of the land (e.g., 39% for residential type A, 45% for type B, and 50% for commercial). Additionally, the exemption for vacant land will be increased to 60% (from 50%).

Property Re-evaluation: Property revaluation will occur every 5 to 10 years to match market prices.

Al-Masri emphasized that the goal of the law is not to increase taxes, but to create a fairer system and correct outdated laws. The aim is to support investment and ensure fairness while also improving municipal revenues and protecting citizens’ rights.
