AMMAN —
Minister of Social Development Ayman Al-Mufleh said that the ministry has intensified its campaign to control
begging in all parts of the Kingdom during the holy month of Ramadan, noting
that citizens are required to help in this matter by not encouraging beggars.

According to Mufleh, 70 percent of the beggars
caught are repeat offenders, which means that there are legal shortcomings in
dealing with this phenomenon.
He added that the ministry collaborated with the
Ministry of Justice in drafting amendments to the Penal Code that criminalize
begging and consider it a form of human trafficking.
According to sociologist Rula Sawalqa, begging
neither increases in nor is it limited to Ramadan, but rather “exists and is
rooted in our societies”.
“It is a social phenomenon that can be explained by
a variety of economic conditions,” she said, emphasizing that some beggars try
to take advantage of people’s emotions “to make a quick buck”.
Director of the Anti-Vagrancy Department at the
Ministry of Social Development Maher Kloub told Jordan
News that the ministry has started working on an “integrated plan,
particularly during Ramadan, which is a season for beggars”.
The ministry’s efforts to address this phenomenon
are exerted in collaboration with the Public Security Directorate and the
Greater Amman Municipality, Kloub stressed.
According to sociologist
Hussein Alkhozahe,
Ramadan, the season when “people combine poverty, religion,
and fasting”, usually witnesses a larger number of people begging.
