The Council of Ministers has approved the justifications for the 2025 Birth and Death Monitoring and Response System Regulation.
The system aims to enhance data comprehensiveness by mandating the reporting of all births and deaths within 24 hours. This will enable the accurate issuance of mortality indicators, including general mortality rates, maternal and neonatal deaths, and infant mortality, in alignment with global standards.

Additionally, the system will facilitate:
Identifying and analyzing causes of death.
Developing response plans to reduce mortality rates.
Accelerating preventive and early medical interventions for newborns.
Under this regulation, the Ministry of Health will establish four national registries:
National Birth and Death Registry – Records all birth and death cases.
National Maternal Mortality Registry – Documents deaths of women of reproductive age related to pregnancy or childbirth.
National Fetal and Neonatal Mortality Registry – Tracks fetal deaths and newborn deaths within 28 days of birth.
Specialized National Mortality Registries – For specific age groups or medical conditions, as determined by the Minister of Health.
