The meeting addressed regulations and conditions for studying abroad for the academic years 2023-2024, residency duration requirements for postgraduate students, and the general policy for admitting graduates with intermediate diplomas into Jordanian universities through the bridging system for 2024-2025.
Discussions also covered the situation of high school students studying in Turkey and procedures related to the "Decent Housing" apartment lottery for teachers.
Al-Raoud, in the presence of Minister of Education and Higher Education and Scientific Research, Dr. Azmi Mahafzah, noted that the committee received comments and inquiries from postgraduate students studying abroad regarding residency duration requirements.
He explained that most foreign universities rely on research-based study systems for postgraduate students, which conflicts with the Ministry of Higher Education’s residency conditions.
The committee agreed with the Accreditation and Quality Assurance Commission for Higher Education Institutions to revisit the matter of intermediate diploma graduates, aiming to introduce appropriate amendments and establish clear guidelines for course equivalencies and descriptions.
Dr. Mahafzah stated that residency requirements abroad were previously set but were suspended during the COVID-19 pandemic under the Defense Law and reinstated post-pandemic.
He emphasized that equating two years of study at a community college with two years at a university is not permissible due to differences in educational content and credit hours. He clarified that diploma students do not take the same courses as university students, making equivalency impractical.
Regarding high school students studying in Turkey, the committee confirmed that a review of cases involving students expelled from universities is underway to ensure compliance with the applicable regulations. The committee also urged that students be allowed to remain enrolled until their status is resolved.
The committee further indicated that the details and procedures of the "Decent Housing" lottery will be monitored following the issuance of the final technical report by the Prime Minister’s specialized committee.
