According to the Philippine News Agency, Civil Defense spokesperson Geremiel Alexis Naz stated that the threat of flooding and landslides caused by the rainfall prompted the evacuation operation.

He added, "We are coordinating with regional disaster risk reduction offices in all provinces to provide reliable and up-to-date reports on the affected individuals." He explained that 9,896 families, comprising 46,709 individuals from four provinces, had been displaced.

Meanwhile, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) stated that the rainfall caused by the northeast monsoon (Amihan) will continue in the Bicol region, with the convergence line expected to bring moderate to heavy rainfall.

The convergence line is a region where warm and cold winds meet, causing the formation of rain clouds.
