The Ministry of Public Works and Housing has streamlined procedures for tendering provincial council (decentralization) projects.
These projects are launched early in the year, even before the constitutional procedures for approving the General Budget Law are completed.

Delays in launching decentralization projects previously led to their completion being pushed past the financial year-end, resulting in the reallocation of unused funds back to the treasury.
This caused financial and legal complications, affecting the work of provincial councils.
Prime Minister Dr. Jaafar Hassan recently approved proceeding with the tendering of capital budget projects for decentralization in the current year before the general budget is approved.
This decision aims to ensure early tenders are issued and to avoid delays in project implementation.
Minister of Public Works and Housing, Engineer Maher Abu Al-Samen, directed all ministry directorates in the provinces to complete project studies before the end of last year.
This ensures that tenders can be issued promptly, projects can begin implementation, and contractors' dues are settled within the current year.
The ministry announced the inclusion of 236 projects in this year’s provincial council budget, with tenders being issued progressively as studies and procedures are completed.
According to the ministry’s data, the tenders for the current year's budget are distributed as follows:
Irbid Directorate: 34 tenders
Ramtha Directorate: 6 tenders
Ajloun Directorate: 28 tenders
Jerash Directorate: 18 tenders
Mafraq Directorate: 6 tenders
Capital Directorate: 11 tenders
Balqa Directorate: 33 tenders
Zarqa Directorate: 13 tenders
Madaba Directorate: 24 tenders
Karak Directorate: 20 tenders
Tafilah Directorate: 14 tenders
Ma’an Directorate: 16 tenders
Petra District Directorate: 4 tenders
Aqaba Directorate: 9 tenders
This approach seeks to ensure timely implementation and to prevent delays or the accumulation of contractor dues.
