In a report analyzing parliamentary discussions and speeches on the 2025 General Budget Law, prepared by the Rased Parliamentary Monitoring Team, it was revealed that national recommendations accounted for 54% of all proposals made by members of the 20th Parliament. Discussions reflected a shift towards greater engagement and alignment among parliamentary blocs in voting behavior.

Practical approaches to critical issues such as poverty, unemployment, education, and healthcare were evident, alongside a growing emphasis on achieving comprehensive development.

This new direction demonstrates the Parliament’s broader vision and responsiveness to citizens' aspirations, marking a collaborative and participatory approach to decision-making.

The Rased team’s analysis showed that 67% of the attending MPs approved the budget, with three members absent during the vote. Over three days of discussions, including two morning and three evening sessions, 112 members spoke. Comparing approval rates for the last three governments’ budgets, the 2025 budget had the highest approval percentage.

The discussions encompassed 118 subtopics and resulted in 476 recommendations. Of these, 45% were national, 46% were regional, and the remainder targeted specific areas.

National recommendations emphasized supporting major projects to reduce unemployment, attract investments, and bolster the tourism sector as a key contributor to national revenue.
