AMMAN – The Senate's Financial and Economic Committee met on
Tuesday to review the budgets of the
Ministries of Social Development and Waterand Irrigation (MWI) for fiscal year 2024, according to Al-Mamlaka TV.

Dr. Rajai Al-Muashar, chairman of the committee, indicated
that the meeting's purpose is to examine the ministry's budget to achieve its
social protection goals, assist eligible groups, and provide funds for
capital projects and current expenses.
The Ministry of
Social Development's budget
The Ministry of Social Development's budget allocations were
created to support vital programs that serve vulnerable populations, combat
poverty, manage integration centers, and provide child rehabilitation.
Wafa Bani Mustafa, Minister of Social Development, stated
that the fund will be allocated around JD18 million over the next two years to
target financially needy households on the lists. This aid will be provided to
deserving beneficiaries based on criteria determined by a targeting equation
that is completed monthly.
She underlined the need for economic empowerment for
families through the "Graduation Program," which aims to provide
individuals with skills for training and employment. There will also be a soft
funding scheme for women in modest initiatives to enhance self-sufficiency and
reduce reliance on help.
Bani Mustafa also stated that a system will be implemented
to register and monitor home nurseries, ensuring kid safety. Amendments to the
General Associations Law have been completed, and charitable lotteries will be
controlled for better monitoring.
Furthermore, the minister emphasized the significance of
modifications to the
Social Development Law, notably in employment, to help the
ministry's efforts in improving social services.
Furthermore, the ministry intends to roll out eight
automated services, including the Takamol platform for registering associations
and beneficiaries. These programs seek to protect beneficiaries' rights while
improving government.
The Ministry of Water
and Irrigation's budget
Regarding the MWI, Minister Raed Abu Soud addressed the
issue of water scarcity caused by supply limitations and restricted water
sources.
He stated that the
Disi Water Conveyance Project was created
to address citizens' water needs. However, the abrupt increase in population
caused by waves of refugees entering the Kingdom proved a challenge, resulting
in water basin depletion. This predicament, coupled with climate changes that
reduce rainfall, made the National Water Carrier Project a national priority.
Abu Saud, along with Jihad Al-Mahamid, Secretary-General of
the MWI, Wael Al-Dweiri, Secretary-General of the
Water Authority of Jordan
(WAJ), and Hisham Al-Hisa, Secretary General of the
Jordan Valley Authority
(JVA), addressed the relationship with USAID to reduce water loss. The annual
reduction rate is 2 percent, stressing the importance of continued
collaboration with the private sector in developing a project that benefits all
stakeholders while effectively reducing water loss.
Abu Saud emphasized the ministry's problem in controlling
energy costs for extraction and pumping activities. The National Water Carrier
Project remains critical to providing long-term water security over the next 25
years.
The ministry's goal in terms of technical assistance is to
help with project implementation. The proposed tender is being studied, and
discussions are ongoing to form a cooperation with the private sector for local
financing, which will contribute to the anticipated cost savings.
Mahamid also noted various projects outlined in the
ministry's action plan. The ministry's budget includes around JD2.5 million for
current expenses and JD29 million for capital expenditures. Active partnerships
with USAID and the World Bank aim to support the ministry's efforts to reduce
water loss and prevent water infractions, in coordination with the Ministry of
Interior and the judiciary.
Hisa emphasized that the JVA will work to complete the
valley's development. Joint committees with other ministries have been formed
to support long-term regional development. Additionally, the organization
continues to closely monitor water agreements with neighboring nations that
fall within its jurisdiction. There are ongoing efforts to engage with
financial institutions in the water sector to build new dams.
