AMMAN — Head of the
Lower House Legal Committee Abdel
Moneim Al-Awadat said on Sunday that the single vote law in past parliamentary
elections was “one of the main obstacles” that prevented the formation of “real
and effective” political parties, according to Al-Mamlaka TV.

Speaking during
a committee meeting discussing the elections and
political parties draft laws,
Awadat said that “the amendments that were presented in the two bills aim to
diagnose the current partisan situation and present an objective assessment of
existing political parties”.
He added that
the amendments aim at activating political parties and enabling them to play a
crucial role in attaining an effective and influential partisan life leading to
a parliament based on party programs and effective blocs.
“An accurate
diagnosis of the current political situation lies in the fact that the
electoral (single vote) law was the main obstacle for political parties, and
one of the reasons why the parties were unable to play a genuine role in the
political arena,” Awadat said.
“The single vote
law that has been in effect for more than 20 years reinforced the established
societal beliefs that do not empower political parties,” he added.
The rapporteur
of the Legal Committee, Ghazi Thuneibat, referred to the fourth meeting with
the secretaries general of political parties, where they expressed objections
to articles in the proposed laws, including to the number of party membership,
which the law had raised to 1,000, as well as to the founding conference, which
stipulated that the number of attendees at any meeting should be 50 percent
plus 1 and which fixed the rate of youth and women participation at 20 percent.
He said that the
objective of the draft laws is to regulate
political life and “that will not
happen when you have 55 political parties in Jordan”.
