Amman, The Cabinet, in its session held today, chaired by Prime Minister Dr. Jaafar Hissan, approved the updated executive program for the Economic Modernization Vision 2025, which began in 2023.
The Prime Minister emphasized that this year's updated executive program builds upon previous programs, extending them.
The government has made adjustments to the program in consultation with the private sector and stakeholders from all sectors regarding the program’s projects, adding new projects and initiatives that the government is now working on.
He noted that the review of the program revealed some delayed programs and initiatives from previous years, and efforts will be made to ensure their completion this year.
The Prime Minister stressed that the program is a government commitment to the citizens, the National Assembly, and the media. To implement it as required, sincere and collaborative efforts are needed with the private sector, which has been involved from the outset in shaping the Economic Modernization Vision.
He explained that the role of the private sector is essential in executing the current year's executive program and future programs to implement the vision, underlining the government's duty to provide solutions and facilitation to the private sector to enable it to play its expected role.
The Prime Minister also mentioned that the government will start preparing the executive program for the years 2026-2029 in the second quarter of this year, aiming for its completion by next summer. This will be incorporated into the preparation of the 2026 budget, which they hope to finalize in collaboration with the Parliament by the end of the year.
He pointed out that ministries must begin disbursing capital expenditure without delay and according to priorities to ensure the implementation of plans and projects within their designated timelines. The commitment to execution must be serious and continuous at all levels of the executive body.
The Prime Minister emphasized that working as a unified, integrated team is crucial to enhancing the government's ability to achieve its goals, and continuous activation of the work mechanism, including monitoring units in ministries and the Government Performance and Achievement Monitoring Unit at the Prime Minister's Office, is necessary to ensure the continuity of the state's strategic plans.
The government will implement all commitments made in the trust statement before the National Assembly, urging each ministry, through its monitoring units, and in collaboration with the monitoring unit in the Prime Minister's Office, to work diligently on fulfilling these commitments and submitting periodic reports on each ministry's work.
The Prime Minister also highlighted that the Government Performance and Achievement Monitoring Unit at the Prime Minister’s Office will submit monthly reports, and every three months, progress on initiatives and projects will be announced to ensure transparency and inform citizens of developments.

Dr. Raafat Daasan, Director of the Government Performance and Achievement Monitoring Unit at the Prime Minister's Office, gave a brief overview to the Cabinet, presenting the major projects that will be worked on this year. He explained that by the end of 2025, the first executive program for the Economic Modernization Vision 2023-2025 will conclude, laying the foundation for subsequent programs for 2026-2029 and 2030-2033.
He pointed out that the 2025 projects are linked to clear performance indicators that directly lead to achieving the targets of the Economic Modernization Vision.
The government will publish quarterly updates on the progress of initiatives and projects to enhance credibility and transparency on the government performance monitoring system.
The Government Performance and Achievement Monitoring Unit at the Prime Minister's Office has also been restructured to activate its role in monitoring the implementation of the Economic Modernization Vision. Appropriate governance mechanisms have been established for the monitoring units in ministries to ensure projects and initiatives are completed on time and to the desired quality, granting them the authority to access information on the progress of implementation.
Citizens can view the initiatives and projects of 2025 and track progress through the performance dashboard available on the Prime Minister's Office website (
pmdu.gov.jo).
