Unified Admission Coordination Unit at the Ministry of Higher Education Launches the First Phase of the Electronic Communication System with Higher Education Institutions, Supported by the UNHCR in Jordan
On behalf of the Minister of Higher Education and Scientific Research, Dr. Azmi Mahafzah, the Secretary-General of the Ministry, Dr. Mamoun Al-Dabai, sponsored last Thursday, the launch ceremony of the first phase of the electronic communication system project with higher education institutions. This project was implemented by the Unified Admission Coordination Unit at the Ministry, with the support of the United Nations High Commissioner for Refugees (UNHCR) in Jordan.اضافة اعلان

The launch of this project comes in line with the vision of economic modernization and the priority of developing public policies for student admissions in Jordanian universities and community colleges, aiming to achieve the principle of justice and equal opportunities among students. The project is based on the concept of establishing a direct (electronic) connection with the databases of public universities and colleges. This allows the Unified Admission Coordination Unit at the Ministry of Higher Education and Scientific Research to directly access and retrieve complete student data at any time without the need for repeated updates by the universities. To ensure the project's success, the Higher Education Council issued a decision requiring public Jordanian universities to cooperate with the Unified Admission Coordination Unit to implement this connection process.

Dr. Mamoun Al-Dabai, the Secretary-General of the Ministry of Higher Education and Scientific Research, stated that accurate information is the lifeline of any administrative body, institution, or organization, playing a critical role in decision-making processes. Given that the Higher Education Council and the Ministry of Higher Education and Scientific Research are among the most dynamic councils and ministries due to the services they provide and the significant responsibilities they carry for a large segment of citizens and expatriates, there is a need for sufficient and accurate information to assist decision-makers in making sound decisions that achieve the desired goals. The continuous updating of information, timely delivery, availability, integration, and organization of necessary information for retrieval and use when needed, as well as using modern technologies for information collection, storage, and exchange, and providing accurate and concise information, are key factors that positively impact the quality of information and, consequently, the quality and reliability of decisions based on it.

For his part, Mr. Michael J. Del Amico, Deputy Representative of the UNHCR in Jordan, said, "For refugee students, the system provides a unique identification number, facilitating the recognition of their certificates wherever they are. The system will help bridge the current information gap related to refugees in higher education."

He added that providing this information is a step toward achieving the goal of enrolling at least 15% of refugee students in higher education by 2030. This is important because inclusive education fulfills the aspirations of youth in Jordan, including refugees, to acquire skills, earn a livelihood, and live a dignified life.

Additionally, the media advisor to the Minister of Higher Education and Scientific Research, and Director of the Unified Admission Coordination Unit, Muhannad Al-Khatib, presented a demonstration about the system, its usage mechanism, and its main benefits during the ceremony.

It is noteworthy that the first phase of the electronic communication system project with public higher education institutions (electronic linkage) began in May of last year, 2023. The Unified Admission Coordination Unit had to develop a unified information map to standardize the format and content of the data and information to be retrieved from universities; otherwise, this data would not be useful. Moreover, it required the universities and project liaison officers to computerize data and information that had not been previously digitized, such as (disciplinary actions, the personal identification number for expatriate students, the refugee number provided by the UNHCR, etc.). After completing all these steps, the Unified Admission Coordination Unit began implementing the processes of linking, retrieving, processing, analyzing, coordinating, and categorizing data from universities. This will be completed by the end of this year, and at the beginning of the new year, the second phase of the project will be launched, which involves establishing the connection with private universities and colleges.
