AMMAN — Within the Kingdom’s Draft
General Budget Law for the Year 2023, JD28 million has been allocated
to the
Ministry of Water and Irrigation for current and capital expenditures —
a 170 percent increase over the ministry’s re-estimation for the current year,
which amounts to JD10.3 million, according to Al-Ghad News.

In the draft law, capital expenditure
allocations were increased by 212 percent from this year’s re-estimated JD8.2
million, to reach JD25.6 million. Within the category of capital expenditures,
allocations for decentralization projects were up by JD5.6 million, while
allocations for projects currently under implementation rose by JD1.7 million,
most of which (JD1.4 million) was earmarked for a project to restore wells and
improve water supply.
Reducing water loss is a priority, as data shows that the Kingdom’s rate of water loss has reached 47 percent.
A total of JD10 million was allocated for
new projects, including some within the framework of the Economic Modernization
Vision (EMV), most notably a water loss reduction project, where the EMV aims
to reduce Jordan’s annual water losses by 2 percent.

that calls for a swift and decisive response as well as better management of
water demand.
Addressing climate, building inclusivityIn terms of current expenditures, the draft
law allocated JD2.3 million, up slightly from the 2022 re-estimation of JD2
million. The increase is attributed to a rise in workers’ compensation by
JD236,000; a standard increase of salaries, allowances, and event costs; and a
rise in operating expenses by JD43,000.
In terms of meeting ministry priorities in
the field of climate change, next year’s allocations will help to build the
Kingdom’s capacity to adapt with climate change by improving water usage
efficiency in the domestic, agricultural, and industrial spheres, as well as
attracting the needed financing to mitigate the impact of climate change on the
water sector and integrating climate considerations into planning and water
resource management.

Gender, youth, and persons with
disabilities also take priority in the
ministry’s 2023 strategy. The draft law
specifies an increase in women’s representation in leadership and senior
positions across the board. The ministry also aims to boost capacities of
employees through training programs and awareness campaigns, institute
gender-related policies and rules, and facilitate movement and services for
persons with disabilities who work with the ministry.
