The Jordanian Ministry of Industry, Trade, and Supply has reduced the price of unified wheat flour produced by private-sector mills and the Juwaida Mill for February by 5.398 dinars, bringing the price down to 167.345 dinars per ton, compared to 172.743 dinars in December and January.

According to Decision No. 14 of 2025, the ministry has also lowered the price of wheat for all mills in the country by 2.44 dinars, setting the new price at 136.137 dinars per ton, down from 138.577 dinars in the previous two months.

The decision mandates that mills must supply bakeries with their full flour requirements, based on their registered allocations, and must verify these allocations with the Ministry’s Inventory Management Directorate. Any excess wheat withdrawn beyond the assigned quota or sold without approval will be priced at 252 dinars per ton, reflecting a 0.677 dinar decrease from the previous rate.

Flour and Bread Pricing Regulations

  • Flour Extraction Rates: The ministry has set the unified flour extraction rate at 78% and bran extraction at 22%, with other flour types adhering to national standards.
  • Government Price Controls: Jordan has fixed bread prices since 2018, with the following rates:
    • 32 qirsh per kilogram for large loaves (Khobz Kamaj Kabeer).
    • 40 qirsh per kilogram for small loaves (Khobz Kamaj Sagheer).
    • 35 qirsh for other traditional breads (Taboon, Mashrouh, Warda, Manqoosh).

No Impact on Consumer Bread Prices

The ministry emphasized that the price adjustment for wheat flour will not affect bread prices for consumers. The decision is part of a monthly cost review, where flour prices may fluctuate based on fuel price changes. If diesel prices decrease, flour prices rise, and vice versa.

Jordan’s Wheat and Flour Consumption

Jordan consumes around 90,000 tons of wheat per month, with 52,000 tons allocated for producing subsidized bread. The ministry continuously issues tenders for additional wheat imports to maintain strategic reserves and ensure stable market supply.
