In a report by Warren P. Strobel, it was
mentioned that U.S. intelligence completely halted its espionage on
Hamas after the attacks carried out by
Al-Qaeda on September 11, 2001, focusing its
resources and assets on tracking Al-Qaeda leaders and later the Islamic State,
according to American officials familiar with the shift.
The United States had calculated that
Hamas had never posed a threat to the United States, and given other burdens and
priorities, it delegated the responsibility of monitoring Hamas to Israel,
which was expected to be "well-placed" for this task, according to a
senior U.S. counterterrorism official.
