The United Nations Secretary-General, Antonio Guterres, expressed deep concern over the "intention of Sudanese rebels and their allies to form a parallel government in areas under their control."

The Rapid Support Forces, along with several civilian factions and allied armed groups, signed a political charter expressing their intention to establish a ruling authority in the territories they control.
Guterres' spokesperson, Stéphane Dujarric, stated that "this further escalation of the conflict in Sudan is increasing the fragmentation of the country and threatens to deepen the crisis even further."
He added, "Maintaining Sudan's unity, sovereignty, and territorial integrity remains essential to achieving a sustainable resolution to the conflict and ensuring long-term stability for the country and the broader region."
Dujarric also noted that the Secretary-General condemns the ongoing violence against civilians throughout Sudan by the warring parties, including racially motivated attacks, emphasizing that women, children, and men are the most affected by the continued armed conflict.
