GAZA – On Friday, sources disclosed that Hamas has tabled a
three-stage ceasefire proposal for the Gaza Strip. Each plan phase would span
42 days, with intricate conditions outlined for each stage. This proposal comes
amidst heightened tensions and ongoing discussions within the Israeli War
Council, set to convene twice to deliberate on Hamas's response.

Hamas's negotiation framework, presented to mediators in
Egypt and Qatar, is rooted in four fundamental principles: cessation of
aggression, humanitarian relief, repatriation of displaced individuals, and
Israeli withdrawal from Gaza. In a statement, Hamas underscored the
significance of these principles in reaching an agreement and addressing the
issue of prisoner exchange, reiterating its commitment to the Palestinian
cause, Al-Ghad reported.
As per the sources, Hamas's proposal entails a phased
withdrawal of Israeli Occupation Forces (IOF) from critical areas like Rashid
Street and Salah Al-Din Avenue in the initial stage. This withdrawal aims to
facilitate the return of displaced individuals and the unimpeded passage of
humanitarian aid. In exchange, Hamas has offered to release 50 Palestinian
prisoners, including 30 serving life sentences.
The subsequent stages of the plan demand a permanent
ceasefire declaration before any exchange involving Hamas's detained soldiers.
Moreover, Hamas emphasizes comprehensive reconstruction efforts in Gaza, slated
to commence in the third stage of the proposed agreement.
In parallel developments, leaks sourced from Israeli
government officials suggest a significant shift in Hamas's demands. For the
first time, Hamas purportedly emphasizes the release of 1,000 Palestinian
prisoners, including women, children, patients, and elderly individuals, in
exchange for all Israeli civilians detained in Gaza. This exchange would occur
within the initial 42-day ceasefire phase, enabling the return of displaced
individuals to northern Gaza.
According to Reuters, the proposal submitted by Hamas
outlines the release of 100 Palestinian prisoners serving life sentences in
Israeli jails, along with "female recruits" held by Israel. Hamas has
signaled its readiness to commit to a permanent ceasefire following the initial
hostage and prisoner exchange, with further negotiations slated for a complete
Israeli withdrawal from Gaza.
As the Israeli Ministerial Council gathers to discuss
Hamas's response to the proposed exchange deal, families of Israeli prisoners
have intensified their calls for a swift resolution, urging the release of all
detainees. Qatar has reportedly delivered Hamas's response to Israel, prompting
Tel Aviv to evaluate the conditions laid out by Hamas. Israeli Prime Minister
Benjamin Netanyahu has labeled Hamas's demands as "unreasonable" and
intends to provide updates to the War Council following discussions with the
families of Israeli prisoners.
Netanyahu's remarks come in the wake of a demonstration by
these families in Tel Aviv, underscoring the pressing need for progress in
negotiations toward a prisoner exchange agreement. Amidst these developments,
all eyes remain on the Israeli War Council as it convenes to deliberate on
Hamas's proposal and chart a path forward in the ongoing ceasefire
negotiations.
