Khaled Mashaal, head of Hamas outside Palestine, affirmed that the Palestinian people alone will govern their land, and no foreign political system will be imposed on them, nor will their weapons be taken away as long as they are under Israeli occupation.

This was stated during a reception ceremony for the exiled prisoners outside Palestine in Egypt, according to a video message published by Hamas on the "Telegram" platform on Sunday evening.
Mashaal said: "Gaza will only belong to its people, and no one will leave Gaza or the West Bank to replace their homeland."
He added: "The son of Gaza will stay in Gaza, and the son of the West Bank will stay in the West Bank, and there is no alternative to Palestine except Palestine, with pride in all Arab and Islamic countries."
Mashaal stressed that only the people of Palestine will govern it, and no political system will be imposed on them, nor will the weapons of a people under occupation be taken away.
He also emphasized the importance of Palestinian national unity to face the challenges confronting Palestine.
Mashaal called on the Arab nation to "stand with the Palestinian people."
He pointed out that "standing by the Palestinians is a religious duty, and all the nations that support our cause deserve thanks."
Mashaal said: "With national unity, we achieve victory, fulfill the national project, and face the challenges."
He added: "There is no alternative to national unity, and no one should think of coming at the expense of others or replacing them."
He continued: "A Palestinian will not come at the expense of his Palestinian brother. We want to triumph together, work together, resist together, return to our homeland together, and shape the future of Palestine with a Palestinian Arab Islamic decision, supported by the nation and the free people of the world."
Mashaal warned that "the conspiracy against Gaza is significant, as its people face the danger of starvation aimed at displacement."
He noted that "Gaza’s future, its governance, its weapons, and its resistance power are all under threat."
Since 2007, there has been a political division between Fatah and Hamas, as well as a geographical division between the Gaza Strip and the occupied West Bank, with no regional or international mediations or agreements succeeding in ending the division.
Mashaal appreciated the decisions of the Arab League rejecting the displacement of Palestinians, confirming that "the danger is no longer confined to Gaza and the West Bank, but extends to include Egypt, Jordan, and Saudi Arabia, and this is what the leaders have sensed."
On Tuesday, the final statement of the emergency Arab summit on Palestine affirmed the rejection of the displacement of Palestinians from their land under any pretext or circumstances, and adopted the Egyptian plan for the reconstruction of the Gaza Strip, emphasizing it as a "comprehensive Arab plan."
It also confirmed working on providing all forms of financial, material, and political support for the implementation of the plan, urging the international community and international and regional financing institutions to quickly provide the necessary support for it.
The plan includes the formation of a "Gaza Management Committee" to oversee the affairs of the sector during a transitional period of six months. The committee will be independent and composed of non-factional "technocrats" working under the umbrella of the Palestinian government.
The plan emphasized that the Gaza Management Committee is being formed in the current phase in preparation for its full return to the sector and managing the next phase with a Palestinian decision."
Mashaal said: "Some leaders in the world and the region are thinking of expelling Palestinians to other countries."
He added: "The nation has sensed the danger, but that’s not enough, we want to move forward more, and we say to the leaders of the nation and Egypt, which knows that without October 6 (the 1973 war), they would not have recovered Sinai, and without October 7 (the resistance attack on settlements near Gaza), we will not recover Palestine."
Mashaal affirmed that "the path of jihad is the way to recover our homelands, free the prisoners, and achieve freedom."
Since January 25, 2025, U.S. President Donald Trump has been promoting a plan to expel Gaza's Palestinians to neighboring countries such as Egypt and Jordan, which has been rejected by these countries, along with other Arab states and regional and international organizations.
