TEL AVIV –
Israel’s Broadcasting Authority (IBA)
reported that the summit held in Paris regarding prisoner exchange negotiations
between Hamas and Israel has concluded, as per Al-Ghad. The summit, which
included representatives from Israel, the US, Egypt, and Qatar, saw progress in
the discussions. However, Israeli Prime Minister
Benjamin Netanyahu’s Office
pointed out 'differences' that still exist between the involved parties.

According to official sources, Israel was represented
at the Paris summit by the Director of Israel’s Mossad Intelligence Agency,
David Barnea, and the Israeli internal security agency, Shin Bet's Ronen Bar.
Additionally, Qatari Minister of Foreign Affairs, Sheikh Mohammed bin
Abdulrahman Al Thani, and Director of the
Egyptian General Intelligence Directorate (EGID), Major General Abbas Kamel arrived in Paris on Sunday. The
Qatari Foreign Ministry announced that mediation efforts to stop the war on
Gaza are still ongoing.
Proposal for a
dealAccording to the
New York Times, the mediators have formulated a plan to integrate proposals
from both Israel and Hamas over the past 10 days into a fundamental framework.
US officials who requested anonymity stated that the negotiators express
cautious optimism that reaching a final agreement is achievable, while there
are still significant differences to be resolved.
The current deal includes multiple phases. The first
stage includes a six-week cessation of Israeli attacks as a first step to
release Israeli prisoners. This includes children, women, and the elderly in
urgent need of medical care. In exchange, Israel would release a large number
of Palestinian prisoners and increase the entry of humanitarian aid into the
strip.
In the second
phase, the proposal includes the release of Israeli female occupation soldiers,
followed by captive soldiers, and handing over the bodies of deceased Israelis
in
Gaza to Tel Aviv.
The new offer also includes international guarantees
for
Hamas, including from the US, to reach a comprehensive agreement that would
permanently halt Israel’s attacks on the strip. Moreover, the New York Times,
citing US officials, reported that a prisoner exchange agreement could be
reached within the next two weeks.
Furthermore, Israel's Channel 12 reported the
conditions set by Hamas for a new prisoner exchange deal. These conditions
include 100 Palestinian prisoners in exchange for each Israeli captive, a
complete withdrawal of Israeli Occupation Forces (IOF) from the Strip, a calm
period of 10 to 14 days before releasing any Israeli captive, and a calm period
of two months between each stage of the deal.
Despite the progress, there has been no official
comment so far from Hamas, Qatar, or Egypt on the Paris meeting. However, Hamas
has repeatedly affirmed that there can be no talk of a prisoner exchange deal
before a comprehensive ceasefire and the withdrawal of the
IOF from the Gaza
Strip.
