Amman - The Euro-Mediterranean Human Rights Monitor warned Saturday that while Israel officially denies implementing a plan to clear Palestinians from northern Gaza, in what is known as the "Generals' Plan", it is relentlessly and quickly carrying it out on the ground.

It said leaflets were dropped yesterday ordering the evacuation of shelters in Jabalia and Beit Hanoun and calling on residents to head south.
Israel is working to evacuate and forcibly uproot Palestinians from one square to another, using massacres and killing civilians in their homes and shelters, as well as starvation as it prevents the entry of any aid or goods into northern Gaza for a whole month, the monitor confirmed.
It stressed that the international community's reluctance to take decisive decisions on Israeli massacres in the Gaza Strip, especially in the north, makes it a complicit in these crimes and is a green light for Israel to escalate the crime of genocide, and a shocking disregard for the lives and dignity of the Palestinians.
The rights group called on the International Criminal Court to take responsibility and issue arrest warrants, accountability and prosecution orders regarding the Israeli crimes that are all within its jurisdiction.
It expressed hope that such action would help provide some protection to Palestinian civilians in the face of the massive Israeli plan of extermination.
