During the same period, more than one million internally displaced persons (IDPs) have returned to their homes within Syria, bringing the total number of returnees to over 1.4 million.

However, a UNHCR report warned that the anticipated return of 1.5 million people this year may not be realized, and that many of those who returned might be forced to leave again if sufficient funding is not secured.

The report also highlighted that nearly 16.7 million people inside Syria—about 90% of the population—are in need of some form of humanitarian assistance, while more than 7.4 million Syrians remain internally displaced.

The UNHCR has launched an operational framework to assist 1.5 million refugees and 2 million IDPs in returning to their homes in 2025. However, only $71 million has been pledged so far, out of the $575 million needed for the UNHCR’s programs in Syria for that year.

Without additional funding, the agency said it would only be able to support a small fraction of those planning to return, potentially resulting in a significant decrease in the number of returnees.
