NEW YORK — The United Nations Security Council held its
first open debate on Wednesday with its 15-member council, where five permanent
members, including the United States and Russia, have a veto, but has so far
failed to deliver a resolution to end the ongoing violence.

Jordan’s Foreign Minister Ayman Safadi, speaking on behalf
of the 22-member Arab group at the UN, accused Israel of “razing Gaza to the
ground” and mentioned that the Security Council has failed to call an immediate
ceasefire. He continued, “The Security Council must take a clear stance to
reassure 2 billion Arabs and Muslims that international law will be applied,”
Al Jazeera reported.
Egypt’s Foreign Minister Sameh Shoukry said, “We followed
with regret the inability of this council twice to adopt a resolution or even
call for a ceasefire to end this war.”
During the meeting, US Secretary Anthony Blinken asked the
council to back a new US-led resolution that “incorporates substantive
feedback.” This draft, as reported by the AFP news agency, would defend the
“inherent right of all states,” highlighting that it would support
“humanitarian pauses” to let in aid but not a full ceasefire. He continued by
saying, “Israel must take all possible precautions to avoid harm to civilians.”
Furthermore, permanent representative of China to the UN
Zhang Jun said “China will continue to stand on the side of international
fairness on justice, on the side of international law, and on the side of the
legitimate aspirations of the Arab and Islamic world.”
Meanwhile, Russia put forward its own counter-resolution.
Russian Ambassador Vassily Nebenzia said, “the whole world is expecting from
the Security Council a call for a swift and unconditional ceasefire.”
Jordan and Russia have requested a meeting on Thursday of
the UN General Assembly.
