Spain’s electricity grid operator, Red Eléctrica, announced Tuesday morning that it had restored nearly all of the country’s power needs, as the national grid gradually recovered from a widespread outage that occurred the previous day. Despite this progress, most train services across the country remained suspended.

The company reported on platform X (formerly Twitter) that all electricity substations in Spain were operational as of Tuesday morning. “We continue to work from the electricity control center to ensure full normalization of the grid,” the statement said.
According to Reuters, Madrid’s metro system resumed operations at 8 a.m. local time, with 80% of trains running. However, rail infrastructure operator Adif confirmed that most trains across the country remained out of service.
In neighboring Portugal, electricity supplies also returned to normal on Tuesday morning, according to the national grid operator REN. The widespread outage, which affected the entire country the previous day, was fully resolved overnight.
A spokesperson for REN told AFP that all substations under the national transmission network had resumed operations, adding: “We can confirm the grid is now completely stable.”
The exact cause of the outage remains unclear. Portuguese officials indicated that the issue may have originated in Spain, while Spanish sources pointed to a disruption in the interconnection with France.
Portuguese Prime Minister Luís Montenegro said, “There is no indication that this was caused by a cyberattack.” Meanwhile, João Conceição, a board member at REN, did not rule out the possibility of a severe voltage fluctuation, potentially beginning in the Spanish system and cascading into Portugal’s grid. However, he emphasized that it is still too early to determine the root cause.
The blackout, which struck most of the Iberian Peninsula on Monday morning, halted flights and public transport in both countries and forced hospitals to reduce non-emergency services. Electricity gradually returned by Monday evening, though many operations remained suspended on Tuesday morning, and the cause of the outage is still under investigation.
