The source said that the
Council of Ministers has not discussed a general amnesty, and has not received any proposals
for issuing one. A general amnesty, he stressed, can only be issued as a law.
Furthermore, the Lower House has not
presented any request for a general amnesty.
The Lower House Public Freedom and
Human Rights Committee had recently pledged to sponsor demands to issue a
general amnesty in cases in which the personal right of the complainant is
waived and reconciliation between the concerned parties has been reached.
The last general amnesty issued in Jordan was in 2018. It excluded crimes of espionage, treason, terrorism, premeditated murder, drug trafficking, and sexual assault.
The
committee had said that it would
hold consultations with the government about such demands and would sign a
general amnesty memorandum, especially in light of overcrowding at reform and
rehabilitation centers and the difficult economic conditions that citizens are facing.

According to the
Jordanian constitution, issuing a general amnesty requires several stages: the government
drafts a bill and refers it to the Lower House for approval. Then, the bill
requires the approval of the Senate before it can be ratified by the King.
