AMMAN — Director-General of the Department
of Palestinian Affairs, Rafiq Kharfan, said on Saturday that Jordan views the
UN Relief and Works Agency (UNRWA) not only as a service provider for
Palestinian refugees, but as a symbol and witness to the Palestinian refugee
issue, noting that Jordan spends annually nearly $1 billion on Palestinian
refugees in the Kingdom, which is more than UNRWA spends on Palestinian refugees
in its five areas of operation, Al-Ghad News reported.

“The budget of UNRWA for this year and the year
before is about $806 million and Jordan spends and provides direct and indirect
services to Palestine refugees costing more than what UNRWA spends, and this
confirms that Jordan does not view UNRWA only as a service provider,” Kharfan
was quoted as saying.
Kharfan stressed that the proposal relating to
providing services on behalf of the agency and under its direction by any other
party is not acceptable and will be officially and locally thwarted.
He added that “Jordan views UNRWA as a witness to
the
Palestinian refugee issue until that issue is resolved in accordance with
the international resolutions, foremost of which is Resolution No. 194, which
affirms the right of return and compensation.”
Kharfan indicated that UNRWA was established by a resolution
of the UN General Assembly, and therefore any decision to renew its mandate or
change that mandate must be issued by body and not any other party or person.
“This reassures us somehow as we hear statements about changing UNRWA’s tasks,
because the issue is not that simple, and Jordan’s position is very clear in
this regard,” he said.
