AMMAN — The head of the
Jordan Bar Association, Yahya Abu Abboud, said that issuing an “unstudied” general amnesty law in an unempirical manner will have negative repercussions on Jordanian society, Jo24 reported.

Abu Abboud stated that the idea of a
general amnesty “undermines” the concept of determent with penalties.
Prison overcrowding is not a
justification for issuing a
general amnesty, he stressed.
“The government can release
administrative detainees and apply alternative penalties, and replace the
general amnesty with a special amnesty for those convicted in accordance with
the
Cybercrime Law — or (whichever group) the government desires," he
said.

Figures circulated about the number
of wanted persons in the Kingdom are “still inaccurate and have not been proven
correct”, Abu Abboud said, predicting that these numbers will decrease after
the new
Judicial Implementation Law goes into effect.
The number of prisoners will also decrease
by 25,000 to 30,000, he said.
The real reason for prison
overcrowding is the low number of prisons compared to the population, Abu
Abboud added.
